Do You Need a Licence to Drive the Boat You Are Buying?
Nearly every state wants a card, almost none call it a licence, and the rules turn on your birth year.

Almost nobody in the US holds a boating licence, because almost no state issues one. What states require is a boater education card, and the rules are stranger than you would guess.
Do you need a boating license in the US?
You need a card in most states, and the trigger is usually your date of birth rather than the size of the boat.
Florida requires anyone born on or after 1 January 1988 to carry a card when operating a vessel of 10 hp or more. That is the pattern across a lot of states: pick a birth year, phase the requirement in, and let it gradually cover everybody as older operators age out.
Several states have skipped the phase-in and now require it of all operators. A handful still require nothing at all for adults.
Because the trigger is a birth year, plenty of buyers in their fifties are legally exempt while their adult children are not. That catches families out at exactly the wrong moment, usually when the twenty-five-year-old takes the helm to bring the boat back in.
What the card actually is
A certificate that you passed an approved boating safety course. The approving body is NASBLA, the National Association of State Boating Law Administrators, and a NASBLA-approved course is generally accepted across state lines.
Three things worth knowing:
- It does not expire. Take it once, keep it forever. There is no renewal and no continuing education.
- It is reciprocal in most states. A card earned in Ohio is generally honoured in Michigan.
- It is not a licence to carry passengers for hire. That is a Coast Guard credential, an entirely different process, and it is what you need if you ever want to charter your own boat with you aboard as skipper.
What it takes
Three to eight hours online, typically finished in one sitting. Costs range from free, where a state subsidises it, to around $50.
You pass a test at the end, get a certificate immediately, and receive the physical card in the post a few weeks later. Most states accept the printed certificate in the meantime.
There is a genuine argument for doing the course even if you are exempt. The navigation rules section alone is worth the afternoon, and the number of experienced owners who are hazy about which vessel is the stand-on in a crossing situation is higher than anyone would like to admit.
The insurance angle

Many carriers offer a discount for a completed safety course, and on larger vessels they may want more than the card. Stepping up from a 22-foot bowrider to a 45-foot flybridge, several underwriters will ask for a documented boating résumé and some will require a licensed captain aboard for the first ten to twenty hours.
That last requirement sounds like an imposition and it is genuinely useful. Handing a large boat in a crosswind is a learned skill, and learning it with somebody experienced beside you is considerably cheaper than learning it against a neighbour's topsides.
Before delivery, not after
Sort the card while the survey is happening. It is free time in the process, it takes an afternoon, and it removes one thing from the week you take delivery.
The alternative is the version I have watched several times: a new owner standing on a dock with the keys, a boat they cannot legally operate, and a friend who is exempt being asked to drive it home.
